Some small fixes
Got some small things sorted out and taken off the to-do list today.
Ratings now get re-adjusted when a comment is sent back to the admin page, site rules can be viewed from the navigation bar, separate upload rules for each upload type, removed "category is empty" from links page, and a few other fixes.
Oh and I submitted a bunch of links and added a couple of smilies which I did draw myself.
